Arthur Brennan yesterday heard arguments in the civil suit in which Michael D. and Nancy Marino of Cape Elizabeth claim the town had an obligation to notify abutters when its building inspector issued a building permit that resulted in a new dormer that they allege is out of character with the neighborhood. If the Marinos win the case, it could result in a change in the way cities and towns issue building permits. Details
