Maine Attorney General Michael Carpenter yesterday said he is awaiting a National Traffic Safety Board report before deciding whether to file criminal charges against John G. Rafter, the pilot of the Airmed helicopter that crashed November 19, killing three people. Rafter, Airmed\u27s chief pilot, president and majority shareholder, voluntarily surrendered the company\u27s state paramedic air transfer license a few weeks ago, and has decided to give up emergency medical flying for the forseeable future.
