A recent report prepared by Paul Mitnik, a Maine Department of Environmental Protection engineer, concludes that the Presumpscot River cannot handle any more waste, a conclusion that is certain to please some and other irritate others. The report found that the section of the river that borders on South Windham is rated by the state as Class B and barely satisfies the state\u27s minimum dissolved-oxygen standard. The estuary area, between Smelt Hill Dam and Martin\u27s Point, failed to meet the state standard when the model assumed worst-case conditions. The findings could prevent the issuance of any new state discharge permits
