Acadia Insurance Co., a two-year-old, 150-employee property and casualty insurance company currently located in South Portland, is asking the city of Westbrook to create a tax increment financing district to help it construct a $2.8 million, 40,000-square-foot headquarters on the site of the abandoned Maine National Bank project off County Road.
