Maine officials plan to ask the federal government for $3.5 million of an emergency relief pool of $18 million in federal Economic Development Administration funds. The money is being distributed to seven Northeast states to cushion the impact of strict new federal fishing regulations, and could be used for new gear, to develop new markets, to study the economic effects of the new laws or to build a huge new freezer at the Portland Fish Exchange.
