Portland city manager Robert Ganley\u27s proposed municipal budget for fiscal year 1994-95 is $107,182,270, a 4.3 percent increase over this year\u27s budget of $102,688,824. The budget does not include spending for education. The increase in spending would be funded through grants, a surplus from this year, and expected increases from other sources, and would not result in an increase of the $24.66 per $1,000 valuation property tax.
