A study prepared for the Legislature\u27s Education Committee says that the state\u27s public schools are in a state of emergency and need at least $30 million in aid to rectify the situation -- The study, prepared by Professor Josephine M LaPlante of the University of Southern Maine, cited disparities in teacher salaries, poor management and a lack of resources as the main problems facing Maine\u27s school
