Global Zero, the videocassette manufacturer founded by Paul Gelardi three years ago, has asked Sanford residents to approve a Tax Increment Financing district that would allow it to move into a facility in the Sanford Industrial Estates -- The special tax district would allow Global to invest $25 million in the new plant, and to pay off loans on equipment and renovations before it has to pay property taxes on the improvements -- Detail
