Cumberland County Superior Court justice Kermit V. Lipez on Thursday ruled that the Portland City Council acted properly in 1992 when it refused to renew the liquor license of Sharky\u27s, a bar in the Old Port. The state Liquor Commission had reversed the city\u27s denial of a license to the bar, but Lipez ruled that in doing so the commission dismissed some testimony and gave improper weight to other testimony.
