The Portland City Council on Monday approved an agreement with One City Center Associates, the owners of One City Center, that defers lease payments on the city-owned land on which the building\u27s parking garage is located. The city lot is leased for $70,000 a year, and the city has agreed to defer $55,000 of that until 2010, at which time One City Center can exercise an option to purchase the land for $592,000. Details
