Responding to reports that the Department of Human Services was told that 5-year-old Tavielle Kigas was at risk months before she was found starved to death in her mother\u27s home, Attorney General Michael Carpenter has pledged to find ways to release DHS files when children die. In a related action state Representative Mary Cathcart of Orono has introduced a bill that would create an outside panel to review DHS and police records involving suspicious deaths of children.
