State representative Judith C. Foss, R-Yarmouth, on Thursday said that a possible gubernatorial bid by Robert A. G. Monks is causing her to postpone making her own commitment to entering the 1994 race for governor. Monks has not yet indicated he will definitely run, but said he will not enter the field until at least after he has completed his assignment on the four-member committee studying the state\u27s retirement system.
