Portland City Councilor Cherly Leeman wants to ban halfway houses for prisoners, and she has asked the city\u27s legal office to determine if such a ban would be legal. At present there is one pre-release center in the city, and Parhos House, a non-profit agency is seeking approval for another to be located on Washington Avenue. Area residents oppose plans for the new facility
