A suit filed in Cumberland County Superior Court on behalf of the family of Rachel A. Foley seeks unspecified damages from Roger P. Bowdoin of Portsmouth, N.H., who was operating the boat in which Foley was a passenger when it struck a sailboat and sunk, causing Foley\u27s death.
