Low-income housing developer Portland West Neighborhood Planning Council has asked the city council to restore $40,000 in city grant money it says is needed to help launch a social service program for tenants. The request, which came during a public hearing on the proposed budget for the city\u27s Housing and Community Development program, came after City Manager Robert Ganley recommended eliminating the $40,000 normally provided to Portland West\u27s housing program.
