Developers Michael Scorks and Arthur Girard have purchased the vacant Maine National Bank in downtown Portland for $251,000, and plan to gradually rehabilitate the building for use as an inexpensive office space. The building, which has been vacant since January 1992, will be rehabilitated to a Class B level, one step below what is considered prime office space
