The Portland City Council yesterday deleted a clause from the lease of Hadlock field to the Portland Sea Dogs which would have banned street vendors from the Hadlock Field area during baseball season. The ban had been proposed by City Manager Robert Ganley, who believes that local shops and restaurants that pay taxes to the city should derive the benefit. The Sea Dogs will pay the city $65,000 a year through the year 2003 for the use of the stadium
