Politics + Other Mistakes piece on the Maine Heritage Policy Center (MHPC) and a recent complaint filed to the Maine Commission on Governmental Ethics and Election Practices by Carl Lindemann. Lindemann argued that the MHPC\u27s advocacy in favor of the Taxpayers\u27 Bill of Rights (TABOR) made them a political action committee (PAC), and bound them to PAC disclosure requirements. The ethics commission ruled the center wasn\u27t a PAC and didn\u27t have to release a detailed financial report, but did have to submit a form showing how much it received to support TABOR and from whom. Dan Billings, lawyer for the MHPC, may appeal the decision, citing First Amendment rights
