Cover Story piece on Timothy Rhys, 37, a Maine native who will present the tentatively titled Portland Festival of World Cinema here in Portland in November. Rhys is the founder, editor and publisher of MovieMaker, a bimonthly magazine about independent filmmaking. He relocated the magazine\u27s production office from Los Angeles to Falmouth last year. He is also an independent filmmaker. His latest release is Men in Scoring Position, which he wrote and directed. The film will be out on video this summer
