There are currently 16 switchless resellers authorized to do business in Maine, and 65 more are hoping to receive approval to do business in the state. Switchless resellers purchase blocks of minutes from Nynex, and resell them to telephone customers at a lower rate. Resellers are required to report how many of the resold minutes are in-state and out-of-state calls, but the Maine Public Utilities Commission has little enforcement power.
