Cover story with a profile of Gov. Angus King\u27s chief of staff, Kay Rand, 43, of Hallowell, who ran King\u27s initial campaign. A native of Ashland, she graduated with a degree in political science from the University of Southern Maine in 1977. Those who know her say she combines people skills and intelligence in a very effective way. She worked with the Maine Municipal Association after college, becoming chief lobbyist. Later she became director of the Growth Management Program, only to see the program cut in 1991.
