Feature Story piece on Bangor Hydro-Electric\u27s proposal to build a 345 kv transmission line through the heart of the remote Downeast lakes region. The 84-mile line would be the first proposal to trigger a 1999 law that transferred all big development projects in Maine\u27s 10.5 million-acre unorganized territory that need approval under the Site Location Law from the Land Use Regulation Commission (LURC) to the Department of Environmental Protection. The National Resources Council of Maine has consistently opposed the shift and is using the occasion to focus attention on the man who engineered it, John Williams, LURC\u27s executive director, and his moves to diminish LURC\u27s review powers.
