Cover Story piece on Ligature.com, the brainchild of Richard Anderson, a mid-50s entrepreneur in Camden who says he has created the fourth media. Anderson plans to create a world-wide network of Community Internet Stations (CIS) , a concept that combines elements of the three traditional media with the Internet\u27s interactivity. On the Ligature site, in addtion to reading news and opinion pieces, a user can also order products, publish a letter or column, and even do online banking. Anderson hopes to sell the software and the CIS strategy to licensees in communities around the world.
