Baxter State Park Director Irvin C. Caverly Jr. and Kevin Peterson of the Appalachian Trail Conference are cricizing organizers of the International Appalachian Trail for not initiating discussions before proceeding with plans for an extension of the trail. The IAT, proponents of an extension of the trail from Baxter State Park to Mt. Jacques Cartier on the Gaspe Peninsula in Quebec, have been discussing the plan with officials in Quebec and New Brunswick
