The Land Use Regulation Commission heard testimony from Bowater Inc. and a conservation coalition relating to the relicensing of Riogensus Dam. Relicensing of the dam is critical to Bowater because of the power it supplies, for which the coaltion of conservation groups believes the people of Maine should be compensated
