Maine doesn\u27t test inmates for HIV, and the Maine Department of Corrections has no policy for teaching inmates and workers about HIV or AIDS. More than a dozen inmates statewide reportedly had AIDS in 1992, and of the 1,500 inmates statewide that year, 15 were known to carry HIV. Frank Westrack, an AIDS educator with the Department of Corrections, says he has not been in contact with anyone from the state HIV advisory committee, and that there has been almost no discussion about AIDS policies in the department
