Seventy percent, or about 2,000 of Maine\u27s physicians belong to MMI, which is owned by its policyholders. St. Paul Cos., of Minnesota, once the leading writer of physician liability insurance in Maine, said last year it would not renew old policies or write new ones after losing $1 billion in malpractice claims the previous year. But Fred Holler, president of MMI, said his company is sound and rates are only jumping about 8 percent annually
