Blue Cross and Blue Shield of Maine wants to form a for-profit health maintenance organization with Maine Medical Center in Portland and Central Maine Medical Center in Lewiston. A similar for-profit partnership is being discussed with Eastern Maine Medical Center in Bangor. Blue Cross and Blue Shield says the HMOs must be for-profit so the surplus money can be channeled back into the company\u27s nonprofit business. Trish Riley of the National Academy for State Health Policy of Portland says that in other states where hospitals and insurers have gone for-profit, profits and fat pay raises for executives followed.
