The number of home schooling programs in Maine has increased from three in 1981 to 3,700 in 1996, due to increased ease of starting home-schooling programs and less faith in the public school system. Ed Kastuck of the Maine Department of Education estimates there are 477 school-aged children in Maine attending non-approved schools without any apparent facility or program. His attempts to document the state\u27s non-approved private schools were stymied by the number of private school directors who chose not to speak with him. Kastuck contacted one non-approved private school, Coastal Academy of Freeport, and director Bruce Foss refused to answer any questions. Details
