Reade Brower, owner of Rockland\u27s weekly Free Press, and Target Marketing, a direct mail firm in Rockland, have started a new publication named Joshua, after Maine\u27s Civil War hero and former governor Joshua Chamberlain. The newspaper is viewed by its publisher as an advertising vehicle. Editor Lance Tapley said every Mainer will have an opportunity to contribute an essay or column, and every Mainer will receive a free copy every month. Maine Times calculates the monthly postage cost will be $80,830. Brower could not be reached for comment by press time, but the first issue is due to arrive in 590,000 Maine mailboxes this summer
