The Maine Bureau of Highway Safety has been trying to promote public awareness of the state\u27s new seat belt law, but the effort doesn\u27t seem to be high on Gov. King\u27s priority list. Steve McCausland of the state Department of Public Safety said that it\u27s difficult to enforce the new law because its a secondary offense.
