The Federal Energy Regulatory Commission in April ruled against Bangor Hydro\u27s Basin Mills dam proposal, but relicensed five of Bangor Hydro\u27s lower Penobscot dams without specifically requiring the fish-passage improvements federal biologists have sought for over a decade, and some of which had been pledged by Bango Hydro in exchange for approval of the Basin Mills dam proposal. In May, the U.S. Fish and Wildlife Service, Bangor Hydro and several conservation groups requested rehearings. Clem Fay, a Penobscot Indian Nation fisheries biologist, and John Albright of the Atlantic Salmon Federation, say the fish passages are critical.
