The boards of commissioners of Penobscot and Piscataquis counties in 1993 decided not to renew a contract with the town of Millinocket that allowed campowners to dispose of trash at the Millinocket transfer station. Browning Ferris Industries was awarded the contract, and the company installed dumpsters at a number of locations in the unorganized territories. One campowner contends that the dumpsters act as de facto transfer stations, and should therefore be regulated, an issue that the Land Use Regulation Commission is investigating. Details
