Feature Story piece on Rockland-area residents and officials who are fighting a proposal by Wal-Mart to build a superstore on Route 1, just outside of town, twice the size of another nearby Wal-Mart, which the new store will replace. But two camps have emerged with supporters claiming 130 promised new jobs are needed, and opponents saying the new Wal-Mart will create unprecedented traffic congestion. Key to the dispute is location. The back half of the land is currently zoned TB-3, a transitional business designation that specifically excludes retail businesses and restaurants. In order for Wal-Mart to proceed, the land must be rezoned. The final decision will be made by the five-member city council.
