Rep. Paul Young, R-Limestone, has sponsored a bill in the Legislature which would require the state to give paper made without chlorine a 10 percent discount when competing with other bidders. Paper industry officials have registered opposition to the measure, which is supported by the Natural Resources Council of Maine
