News piece on the 21-year-old Treats Falls House, a home for 18 mentally handicapped residents in Orono, which the state plans to close. The decision by the Department of Mental Health is being fought by the facility\u27s staff, the board of directors, the parents and guardians of the residents, and the town of Orono. Treats Falls is one of just 13 intermediate-care nursing facilities for mentally retarded citizens in the state established in response to the state\u27s call for more private, nonprofit, community-based mental health programs
