The Maine Land Use Regulation Commission voted 4-3 against allowing Penobscot Outdoor Center, Inc. to expand its whitewater rafting base and campground, which is located a half-mile from the southern entrance to Baxter State Park. Penobscot Outdoor proposed in 1991 to expand its rafting facility by 40 percent and existing structures by 32 percent. Details
