But Bob Voight, former head of the Maine Conservative Rights Institute, strongly opposes the idea. Ron Lovaglio, the commissioner of conservation, suggested that this would be a good time to ask the governor, Legislature and congressional delegates to pursue a change that would place the Allagash in the proper category in the federal Wild and Scenic River program
