Maine Adoption Placement Services of Houlton was started in 1978 by Dawn Degenhardt, and since then has united 1,408 children with families. MAPS, a nonprofit agency, is one of the largest in the region, and places more children than any other in Maine. MAPS has become an international agency with offices in Maine, Florida and Boston. The agency added its foreign program in 1991, and helps maintain six orphanages in Vietnam. Details
