North by East piece on the Maine Marine Patrol, which uses a fleet of lobster boats and other vessels to enforce fishing regulations and maintain safety in the state\u27s bays and inlets. The patrol drafted an agreement that allows the U.S. Coast Guard to enlist its assistance to protect against terrorist threats. The agreement is the first such deal in the country. It legitimizes what has already been happening on the state\u27s waters
