Insurance companies exited Maine when the state dropped its high-risk health insurance pool and passed community rating and guaranteed issue laws that set limits on what insurance companies could charge and mandated that they accept all applicants. There were over a dozen carriers in the state in 1993, but today Anthem Blue Cross Blue Shield writes almost all individual policies. Medicaid enrollments more than doubled in that time.
