Michael Chitwood, chief of police in Portland, believes that there are more guns in Maine, in general, than in the rest of the nation. Chitwood said there are roughly 600 people with concealed weapons permits in the city, about one in every 100 people. Maine, with a population of 1.25 million, lost 113 people through death by firearms in 1999.
