Focus on Health Care piece on Bangor-based Eastern Maine Healthcare Systems\u27 controversial reorganization plan. At the center of the debate is the proposed dissolution of EMHS\u27s corporator model, in which more than 500 community members provide oversight of the trustees of EMHS and Acadia Hospital in Bangor. Chicago-based health consultant Jamie Orlikoff calls the structure inefficient and outdated in these competitive times. Norm Ledwin was selected to lead the EMHS network in 1993 and acquired new members in a nine-county region, each bringing its own governance problems.
