Capitol Update piece on a bill that would change the way the Maine Department of Labor distinguishes between an employee and an independent contractor. The current definition of an employee is not the same one used by Maine Revenue Services, the IRS, or under the state\u27s workers compensation laws. Proponents of the current definition say it protects workers and provides unemployment benefits
