Capitol Update piece on an order by the Federal Energy Regulatory Commission (FERC) that will require Mainers to pay $300 million more for electricity over the next four years. Joseph Kelliher, FERC chairman, said the increase is needed to offset investments in new generation and distribution facilities in New England that will increase capacity. But Kurt Adams, chair of the Maine Public Utilities Commission (PUC), said the state will appeal the decision in federal court. Adams argues that Maine has plenty of capacity and exports electricity, therefore the state should not have to pay for improving capacity in Connecticut and Massachusetts
