Capitol Update piece on a recent study by John Dorrer, director of the Center for Workforce Research and Information at the Maine Department of Labor. The Study Commission on Post-Secondary Access is reviewing the study and will make recommendations to the Legislature on how to enhance training and educational opportunities for Maine workers. Dorrer found that 18 percent of Maine\u27s 18-to-24-year-olds are not in school and not working, compared to 15 percent nationally
