Capitol Update piece on the Business Equipment Tax Reimbursement (BETR) program, questioning whether funds that were cut in the last session of the Legislature will be restored in the second session in January. Dana Conners, president of the Maine State Chamber of Commerce, said he is constantly hearing from businesses that the BETR cut has raised questions about whether the rest of the program will continue. In other tax-related matters, Conners said the chamber is studying whether the spending limits passed in LD 1, the tax reform plan passed in January, have worked to hold down spending at all levels of government
