Building a bathroom on the street would be a violation of Portland City Code, but Eric Cianchette of the Portland Regency hotel and Barbara Hager of the Portland Downtown District say an Old Port bathroom remains a priority. Cianchette has offered $25,000, and Hager pledges to open one by July 1998. Details
