An article on the Portland City Council\u27s formula business ordinance, restricting certain types of chain businesses on the Portland peninsula, which was passed in response to a proposed Hooters restaurant on Congress St. Opponents say the ordinance sends an anti-business message, and that the vacancy rates on Congress St. should preclude such regulation. The ordinance essentially limits only retail clothing and restaurant chains in the Old Port and Arts District and caps formula businesses at 23, the number of chains presently in the zone. The council will revisit the ordinance and might repeal it. If not, a legal challenge is likely
