Business Maine: Southern piece reporting that the Saco City Council has been advised to let a judge determine the validity of a controversial contract between Saco and a local developer who wants to build a large marina in Saco Bay. Bill Danton, who received a city permit to build an off-shore marina last September, had to halt progress after the state attorney general said the submerged lands actually belong to the state. The Saco City Council had granted Danton\u27s request to lease 330 acres of water in the bay for 100 years in exchange for a portion of the marina\u27s revenue.
